Vilnius is a city that never sleeps, and its nightlife is an important part of the city’s cultural and economic life. The Vilnius Night Office works to create a city where culture, nightlife, good neighbourly relations, and quality of life can thrive together.
We are looking for a new colleague to help mediate noise-related issues between nightlife venues and nearby residents, while working with public institutions and stakeholders to find effective solutions to nightlife-related challenges.
Key Responsibilities
1. Noise Management
- Analyse noise-related issues associated with nightlife in Vilnius.
- Develop and implement noise prevention, monitoring, and management measures.
- Prepare reports, recommendations, and policy proposals.
- Research international best practices in noise management and adapt them to the Vilnius nightlife sector.
- Coordinate and oversee noise management projects, competitions, and prevention measures.
- Coordinate mediation processes.
- Maintain and administer the city’s noise management register.
- Mediate and participate in resolving nightlife-related noise complaints.
- Conduct site visits to nightlife venues when addressing disputes and other issues.
- Advise public institutions, businesses, and communities on noise prevention and regulatory requirements.
2. Sustainable Urban Development
- Initiate projects and measures related to noise prevention in urban planning and development.
- Review planning documents from the perspective of noise management and sustainability, providing recommendations and expert input.
- Collaborate with real estate developers and stakeholders from other sectors.
- Participate in projects involving new developments, ensuring the integration of noise control measures and cultural infrastructure.
- Maintain dialogue with event organisers, cultural sector representatives, and urban planning professionals.
- Contribute to policy development related to the night-time economy and the use of public spaces.
3. Other Responsibilities
- Collect and analyse data related to the night-time economy.
- Participate in the implementation of EU-funded projects.
- Contribute to the development of Vilnius’ nightlife strategy.
- Maintain relationships with local and international partners working in the night-time economy sector.
- Assist in organising events and activities of the Vilnius Night Office.
Requirements
- University degree (background in law, public administration, or communications is considered an advantage).
- Ability to analyse, interpret, and apply legal and regulatory frameworks in practice.
- Excellent communication, negotiation, and stakeholder engagement skills.
- Strong written and spoken Lithuanian and English (minimum B2 level).
- Experience in conflict resolution and mediation processes is an advantage.
- Formal mediator certification is considered an advantage.

Salary and Working Conditions
- From €1,000 gross per month.

- The role may include occasional visits to nightlife venues during evenings or weekends when required.
