Representing Vilnius were Emilija Gaidyt\u0117, Project Manager at the Vilnius Night Office, and Auks\u0117 Podrezait\u0117, Chief Specialist at the Culture Division of Vilnius City Municipality. Together with representatives from partner cities and regions across Europe, they exchanged experiences, explored local good practices and discussed the role of the night-time economy in contemporary urban development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout the two-day programme, participants examined how Tallinn integrates culture, creativity, public services and community engagement into its approach to urban vitality after dark. June 2026<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Culture as a driver of urban vitality<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The visit began with presentations from the City of Tallinn and representatives of the URBACT project Cities After Dark. Participants learned about Tallinn\u2019s efforts to strengthen its night-time economy through initiatives such as night bus services, cultural programming in unconventional locations, youth engagement activities and the development of a dedicated night-time economy strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the key themes of the visit was the role of culture as essential urban infrastructure. A presentation on Tallinn\u2019s libraries demonstrated how public services can contribute to a vibrant city beyond traditional working hours. Through self-service access, 24-hour book return systems and a mobile library service, Tallinn has expanded access to culture and knowledge across the city.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants also explored the exhibition and research project \u201cWho Claims the Night?\u201d, which examined how perceptions of the night have evolved throughout Estonia\u2019s history. The project highlighted how public attitudes toward the night have shifted from narratives centred on risk and control toward a growing recognition of the night as an important space for culture, creativity and social life.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Creative districts shaping the city<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A significant part of the programme focused on Tallinn\u2019s creative districts and their role in urban regeneration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The visit to Telliskivi Creative City provided a compelling example of how former industrial areas can be transformed into thriving cultural and economic hubs. Today, the district hosts creative businesses, cultural venues, restaurants, galleries, events and community activities, attracting residents and visitors throughout the day and into the night.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants also visited the Club of Different Rooms, Fonoteek and the Krulli Quarter, each demonstrating different approaches to combining culture, entrepreneurship, heritage preservation and community-building. These projects illustrated how flexible and collaborative development models can create sustainable cultural ecosystems that evolve organically over time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Project partners discuss next steps<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The second day included a closed meeting of NITIES project partners, during which participants reviewed project progress, discussed reporting procedures and prepared activities for the third project semester.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partners examined the results of a stakeholder survey and SWOT analysis conducted across participating territories. The discussion highlighted several common strengths, including growing recognition of the value of night-time economy policies, strong cultural sectors and increasing stakeholder interest in change. Challenges identified across partner cities included fragmented governance structures, limited night-time transport options, insufficient data and monitoring systems, and rising operational costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting also included presentations of partner activities, discussions on policy instrument reviews and the selection of interregional peer-learning partnerships. June 2026<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Learning from Tallinn\u2019s experience<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The visit reinforced several important lessons for partner cities. Tallinn demonstrates that the night-time economy extends far beyond entertainment venues and should be understood as a broader ecosystem encompassing culture, mobility, public services, community life and urban development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participants also observed how historic buildings and former industrial areas can be successfully repurposed to create new cultural destinations and strengthen urban identity. Visits to Tallinn City Theatre and the House of the Blackheads showcased how cultural institutions continue to play an important role in sustaining vibrant city centres and supporting evening and night-time activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study visit concluded with a shared recognition that culture, collaboration and community engagement remain essential foundations for creating attractive, inclusive and resilient cities after dark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NITIES project is funded by Interreg Europe and brings together partners from Tallinn, Zagreb, Warsaw, Galway, Sarajevo, Vilnius and the Friuli Venezia Giulia region to improve governance and strengthen the contribution of the night-time economy to urban development across
